Which email providers work?

Any mailbox with IMAP and SMTP access, such as Gmail, Zoho Mail or Titan (some providers need an app password).

Can a rule run twice for the same event?

No. Each rule runs once per event, and rules that would trigger each other endlessly are stopped.

Can I test a rule safely?

Yes. Test mode records what the rule would do without changing anything.
